EU-Philippines Justice Support Programme (EPJUST II) - "Justice for All: Enhancing Accessibility, Fighting Impunity"
A project funded by the European Union and implemented by Hulla & Co Human Dynamics KG
Human Dynamics(www.humandynamics.org) is the lead partner of an international Consortium that is currently implementing the EU-funded project, the 'EU-Philippines Justice Support Programme (EPJUST II) - "Justice for All: Enhancing Accessibility, Fighting Impunity"in the Philippines. The project was launched in January 2013 and is scheduled to run until September 2016.
The overall objective of EPJUST-II is "to promote an equitable access to justice and its efficient enforcement for all citizens in general and poor and disadvantaged people, including women, children, minorities, indigenous peoples, and human rights and social activists, in particular."
Key Result Areas the project is to achieve
Increasing accessibility:
Enhanced legal awareness through greater access to information on legal issues, laws, systems, procedures, and decisions, as well as improved legal education of poor and disadvantaged people;
Improved and enhanced legal aid and other social services provided by governmental and non-governmental organisations to poor and disadvantaged people;
Increased awareness and understanding of issues, laws, regulations and procedures related to access to justice of poor and disadvantaged people by judges, court personnel, officials from quasi-judicial bodies, and prosecutors;
Deliver enhanced and improved use of Alternative Dispute Resolution (ADR) mechanisms by Courts, the Barangay Justice System, Quasi-Judicial Bodies, the Muslim Justice System (Sharia Courts), and the Indigenous Justice System.
Fighting impunity:
Enhanced prevention and improved investigations of murders and abductions in general, and ELKs and EDs in particular;
Reduced delays in the investigation, prosecution and adjudication of murder and abductions in general, and ELKs and EDs in particular;
Enhanced witness protection, hence witness contribution, all along the criminal process from investigation, through prosecution to adjudication.
Enhancing accountability:
Enhanced monitoring mechanisms of justice sector government agencies, the judiciary and quasi-judicial bodies and enhanced oversight by public and private bodies and organisations regarding access to justice and criminal justice enforcement issues.
Call for Local and international Junior and Senior Short-Term Experts

For the remaining implementation period, we are seeking qualified, experienced and dedicated individuals in the following areas of expertise to join our project team as Junior and Senior Short-Term Experts in Manila.
Key fields of expertise:
Development of Training Modules, Material, and the facilitation of courses in all result areas
The planning and development of relevant strategic information, education and communication campaigns
IT Experts to support the development of databases, case management and reporting systems
Monitoring and Evaluation mechanisms
Performance Management including the use of Balanced Scorecards and Performance Governance Frameworks
Juvenile Justice; protocols for handling cases involving children in conflict with the law, reporting systems, alternatives to detention
Community Policing and public safety
Individual experts/consultants in the mentioned fields of expertise with relevant experience in the result areas are invited to submit their CVs in English and in the EU format accompanied by a short summary of the relevance of their qualifications and skills to this call.
Required skills and qualifications:
For all applicants: A Masters Degree in Law or a related field
For Senior Experts: At least 8 (eight) years of general professional experience is required in the appropriate field(s) for which you are applying.
In addition, all Senior Experts must have 5 (five) years of professional experience in Asia. Experts meeting all requirements but without five years of experience in Asia can only be considered as a Junior Expert at most.
For Junior Experts: At least 3 (three) years of general professional experience is required in the appropriate field(s) for which you are applying.
With reference to the training opportunities, expertise in training management is a must.
Fluency in English is required; fluency in Tagalog or another Philippine dialect is a bonus.
Experts should have strong analytical, organizational, communication and interpersonal skills; ability to compile and analyse relevant information; ability to work with government officials and institutions; demonstrated ability and willingness to work as a member of a team.
The IT specialist should be a certified database developer with solid experience. Advanced knowledge (using SPSS, apply the appropriate descriptive and inferential tools of statistics to summarise data, weigh up evidence, and draw conclusions) on Statistical Package for the Social Sciences (SPSS) programme.
