The Dow Jones Industrial Average climbed 232 points, or 0.98 percent, in the opening minutes of trading while the S&P 500 and the Nasdaq Composite rose 1.01 percent and 1.12 percent, respectively. Gavin Newsom announced at a Monday evening press conference. The relaxation in rules won't apply to the San Francisco Bay area.
